Board of Directors
JUDITH KLEPNER
Board member since 2004
Special responsibilities: President, Chair of the Executive Committee, Member of the Quality and Review Committee.
Qualifications and experience: Bachelor of Arts, Diploma of Education, Graduate Diploma Inter Ethnic Studies and Education, Graduate Australian Company Directors – GAICD.
Other local involvement: Judith was a Councillor with the City of Port Phillip for eight years. She has been a keen community activist and a union official for many years. She has also worked in the non-government and higher education sectors in community development, policy and teaching roles. Judith’s contribution to the board includes her commitment to community participation, social inclusion and the needs of multicultural community members.
TASS MOUSAFERIADIS
Board Member since 2012
Special responsibilities: Vice President, Member of the Executive Committee, Member of the Quality & Review Committee.
Qualifications and experience: Graduate Certificate in Business Management, Victoria University, 1995m, Graduate Diploma in Health Education, University of Melbourne 1985, Bachelor of Education, University of Melbourne, 1982
Other local involvement: Tass worked voluntarily with the City of Port Phillip on the development of the 10-year community plan and assisted the Council with the Community Grants Program resulting in providing valuable small grants to many service groups and organisations.
For over 25 years Tass has worked in the public health area gaining a wealth of knowledge and experience about health and community services and the way government works. Particular areas of interest include primary health care, the acute hospital sector, mental health, and alcohol and drugs services.
NICK CAPES
Board Member since 2014
Special Responsibilities: Treasurer, Chair of the Finance and Investment Committee, member of the Executive Committee.
Qualifications and experience: Bachelor of Commerce (University of Capetown), Chartered Accountant (South Africa). Nick is now retired, but was previously the General Manager at Repco Cycles Company and Chief Financial Officer with the Walt Disney Company (Australia).
Other local involvement: Nick has been the Treasurer at Port Melbourne Neighbour Centre (PMNC) since 2000. The PMNC has values around social inclusion and community capacity, which fit in perfectly with those of ISCH. Nick believes strongly in these values and sees his involvement with ISCH as a means of contributing to the development of strong social values in the community.
ROBYN BYRNE
Board member since 1987
Special responsibilities: Member of the Finance and Investment Committee.
Qualifications and experience: Bachelor of Arts (Asian Studies), works with migrants. Board member AIIAV.
Other local involvement: Robyn has been involved with community groups in the Port Phillip area for 20 years including 10 years on the executive of the South Port Legal Service. Robyn has an interest in policies that address multicultural and indigenous issues and redress health inequalities. Awarded OAM in 2009 for community work.
MICHAEL MCGARTLAND
Board member since 1995
Special responsibilities: Chair of Quality and Review Committee.
Qualifications and experience: Bachelor of Science (Honours), Master of Science, Member of the Australian Psychological Society, Member of the Australian College of Education, Registered Psychologist, Psychologist, Private Practice.
Other local involvement: Michael has been a prominent board member for over 10 years. His strengths lie in his commitment and understanding of population health promotion.
EDDIE MICALLEF
Board member since 2006
Special Responsibilities: Member of Quality and Review Committee.
Qualifications and experience: Eddie began his working life as a turbine fitter in the power industry and then became an Occupational Health and Safety Officer for the Australian Manufacturing Workers’ Union. He served in the Victorian Parliament from 1983 to 1999 and held many responsibilities including health, industrial relations, Workcover and multicultural affairs.
Other local involvement: Eddie has had a strong community involvement for many years. He was former Chairperson of the Springvale Community Health Service and became involved with drug issues including the links between culturally diverse communities and illicit drugs. He is currently Chairperson of the Beacon Cove Neighbourhood Association and Deputy Chair of the Ethnic Communities Council of Victoria.
FRANK O’CONNOR
Board member since 1987
Special responsibilities: Chair of Audit and Risk Committee, member of the Finance and Investment Committee.
Qualifications and experience: ARMIT, MACS, GAICD.
Other local involvement: Frank currently serves as a Director of Good Shepherd Australia New Zealand Ltd, Good Shepherd Youth & Family Services Ltd, Port Phillip Housing Association Ltd, is Chair of Napier Street Aged Services Inc and is a Council member of Reconciliation Victoria. He was a Councillor at City of Port Phillip from 2008 to 2012 and was Mayor from 2008 to 2010. He was also a Councillor on the former City of South Melbourne and was Mayor from 1992 to 1994. Frank sees ISCH as vital in making health services available to all local people, especially those who might otherwise not access mainstream services.
ANNE GARROW
Board member since 2013
Special responsibilities: Member of the Quality & Review Committee.
Qualifications and experience: Bachelor of Commerce, Bachelor of Social Work, Masters of Public Health. Anne has over 30 years experience working in the community sector, including work in Aboriginal health services in remote regional and urban Australia.
Other local involvement: Over the last 10 years Anne has worked at a management level in community organisations that have a social justice focus and operate across the City of Port Phillip and Stonnington. She is President of the Port Melbourne Neighbourhood Centre and Vice President of the South Melbourne Community Chest.
MELANIE EAGLE
Board member since 2013
Special responsibilities: Member of the Quality & Review Committee.
Qualifications and experience: Melanie has formal qualifications in Arts, Social Work, and the Law and International Development. She is also a Graduate of the Australian Institute of Company Directors and currently undertaking a Masters of International Development. She is the Chief Executive Officer at Hepatitis Victoria – the peak organisation providing advocacy, awareness raising, information, support and health promotion for people living with or affected by viral hepatitis – including services users of Star Health. Her professional work has been in a variety of sectors including the public sector (future city strategic planning, social policy, women’s policy, law reform, and equal opportunity); as a private sector solicitor (mainly representing victims of sexual assault); and in both blue and white collar unions. Her non-professional activities have also been diverse, many focused in the inner south of Melbourne where she has lived with her family for nearly 30 years. These include being Mayor and Councillor of the City of St Kilda, local heritage initiatives, and the Boards and Committees of a wide range of organisations.
Other local involvement: Other current governance roles include Alfred Health and the Victorian Disability Advisory Council. Previously she has served as a Director of Prahran Mission and Hanover Welfare Services (now Launch Housing). She is a Patron if the Epilepsy Foundation.
DAVID ENDEAN
Board member since 2014
Special responsibilities: Member of the Audit & Risk Committee, Member of the Finance Committee.
Qualifications and experience: Bachelor of Arts, Diploma of Education. David has over 40 years experience in education both in Australia & overseas, including 25 years in senior executive positions as well as experience in governance.
Other local involvement: David has had significant experience with the migrant community.

DAMIAN FERRIE
Chief Executive Officer
Damian has had leadership roles in the health, housing, community development and transport sectors in New South Wales and Victoria. His work has been focused on tackling social, economic, health inequity.
Damian has developed and implemented many programs to narrow the gap between disadvantaged communities and the rest of the state, including as the first Director of Neighbourhood Renewal with the Department of Human Services. He has initiated many place based interventions to build community capacity through partnerships with community, businesses and the philanthropic sectors.
Damian has a Masters of Applied Science (Social Ecology), a Post Graduate Diploma in Conflict Resolution, a Bachelor of Theology and completed the Executive Fellows Program at the Australia New Zealand School of Government.
TIM RUMBOLD
Chief Financial Officer
Tim has performed a number of senior finance roles in the private sector covering areas including Telecommunications, Manufacturing, Healthcare and Retail. His expertise has come from the SME sector leading finance teams through periods of process change and growth. Tim has spent considerable time enhancing finance departments deliverables for both the senior management team and directors of these organisations.
Tim holds a Bachelor of Business – Accounting from La Trobe University Bendigo and a Bachelor of Business CPA.
ALAN MURNANE
General Manager, Primary and Mental Health
Alan has a wealth of management and strategic experience with over 25 years working in the health and community sectors including roles in nursing, disability employment, youth services, housing, men’s family violence, drug and alcohol services and public health policy and program development in the state government. He is concerned by the inequity that exists in the community, the limited income redistribution occurring through the tax system, and the inadequacy of funding to the public education system.
Alan has a Masters in Organisational Leadership.
